Arkansas Ratepayer Funded Energy Efficiency

The Arkansas Weatherization Program (AWP) began October 1, 2007 with eligibility based on the age and energy efficiency of homes, not the resident’s income level, and “severely energy inefficient” homes are targeted. If persons residing in eligible homes are, in fact, low income and eligible for the federal WAP, they are served with a combination of AWP and Arkansas WAP funds. The seven participating utilities recover AWP costs through a rider or surcharge on customer bills. During 2010 utilities provided about $1.1 million for over 800 homes.
