FY 2025

LIHEAP

On October 31, 2024, the Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $42.1 million of Federal Fiscal Year (FY) 2024 regular block grant funding provided to LIHEAP tribal grantees under the Continuing Appropriations Act, 2024 and Other Extensions Act (CR) (Public Law 118-15), which the President signed into law on September 30, 2023. This funding release also included $1.1 million from the Bipartisan Infrastructure Investment and Jobs Appropriations Act (IIJA), (Public Law 117-58). This first release constituted 90 percent of the tribal funding available under the CR.

FY 2024

LIHEAP

On October 24, 2023, the Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $41.8 million of Federal Fiscal Year (FY) 2024 regular block grant funding provided to LIHEAP tribal grantees under the Continuing Appropriations Act, 2024 and Other Extensions Act (CR) (Public Law 118-15), which the President signed into law on September 30, 2023. This funding release also included $1.1 million from the Bipartisan Infrastructure Investment and Jobs Appropriations Act (IIJA), (Public Law 117-58). This first release constituted 90 percent of the tribal funding available under the CR. A second release of nearly $4.4 million for LIHEAP tribal grantees was announced on April 22, 2024. On June 26, 2024, OCS announced the third and final release of approximately $431,000 for tribal grantees. The second and third releases were provided under the Further Consolidated Appropriations Act, 2024 (Public Law 118-47), which the President signed into law on March 23, 2024.

FY 2023

LIHEAP

On November 2, 2022, the Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $38.6 million of Federal Fiscal Year (FY) 2023 regular block grant funding and $11.1 million in supplemental funding to LIHEAP tribal grantees under the Continuing Appropriations Act (CR), 2023 (Public Law 117-180), which the President signed into law on September 30, 2022. This funding release also included $1.1 million from the Bipartisan Infrastructure Investment and Jobs Appropriations Act (IIJA), (Public Law 117-58). A second release of $10.9 million to LIHEAP tribal grantees was announced February 22, 2023. The second release of funding was provided under Consolidated Appropriations Act, 2023 (Public Law 117-328), which the President signed into law on December 29, 2022, providing the final budget for FY 2023.  

On March 16, 2023, the DEA announced a third release of over $6 million in funding for LIHEAP tribal grantees appropriated under the same Consolidated Appropriations Act, 2023 (Public Law 117-328). A fourth and final release of approximately $166,000 for LIHEAP tribal grantees was announced on August 9, 2023. As of that date, 100 percent of available LIHEAP funds had been allocated for FY 2023.

FY 2022

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $38.4 million of Federal Fiscal Year (FY) 2022 regular block grant funding to LIHEAP tribal grantees on November 1, 2021. This funding was provided under the Extending Government Funding and Delivering Emergency Assistance Act (Public Law 117-43), which the President signed into law on September 30, 2021. This release reflected 90 percent of the total amount of funds available under the legislation to tribal recipients at the beginning of the program year.  

On January 25, 2022, OCS announced $1.1 million to LIHEAP tribal grantees from the Bipartisan Infrastructure Investment and Jobs Appropriations Act (IIJA), (Public Law 117-58). A second non-supplemental release of over $4.4 million for LIHEAP tribal grantees was announced on April 21, 2022. The funds for the second release were appropriated under the Consolidated Appropriations Act, 2022 (Public Law 117-103), which provided the final budget for FY 2022 and which the President signed into law on March 15, 2022. On August 15, 2022, a third and final non-supplemental funding release of approximately $406,000 was announced for LIHEAP tribal grantees.

FY 2021

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $38.3 million of Federal Fiscal Year (FY) 2021 regular block grant funding to LIHEAP tribal grantees on November 5, 2020. This funding was provided under the Continuing Appropriations Act 2021, and Other Extenders Act of 2019, ("Continuing Resolution"), Public Law 116-59, which the President signed into law on October 1, 2020. A second release of $3.9 million for LIHEAP tribal grantees was announced February 26, 2021. The second release of funding was provided under Consolidated Appropriations Act, 2021 (Public Law 116-260), which provided the final budget for FY 2021 and which the President signed into law on December 27, 2020. 

On May 4, 2021 an additional $48.3 million in supplemental funding was released for LIHEAP tribal grantees under the American Rescue Plan Act (ARP) of 2021 (Public Law 117-2), which the President signed into law on March 11, 2021. This act provided $4.5 billion "for additional funding to provide payments" for all LIHEAP grantees.

FY 2020

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $38.0 million of Federal Fiscal Year (FY) 2020 regular block grant funding to LIHEAP tribal grantees on November 1, 2019. This funding was provided under the Continuing Appropriations Resolution 2020, and Health Extenders Act of 2019, ("Continuing Resolution"), Public Law 116-59, which the President signed into law on September 27, 2019. A second release of $4.4 million for LIHEAP tribal grantees was announced February 27, 2020. A third and final round of funding was released on April 3, 2020. As of April 3, 2020, OCS has allocated 100 percent of the LIHEAP funding available to grantees for FY 2020. Congress appropriated these funds under the Further Consolidated Appropriations Act, 2020 (Public Law 116-94), which provided the final budget for FY 2020 and which the President signed into law on December 20, 2019. This legislation provided for a total funding amount of approximately $3.74 billion and a change to the funding formula methodology. 

This change added an additional hold-harmless provision that called for HHS to do the following: 

  1. Hold the net allocations of all states' and territories' at no less than 97% of the amounts that they received for FY 2019; and 
  2. Ratably reduce the states' and territories' that would get more than 100 percent of their 2019 awards in order to ensure the 97 percent floor is met for all states and territories. 

On May 8, 2020, $10.2 million in supplemental funding was released to LIHEAP tribal grantees surrounding the national emergency created by the Coronavirus Disease 2019 (COVID-19). Congress appropriated these funds under the Coronavirus Aid, Relief, and Economic Security (CARES) Act (Public Law 116-136), which the President signed into law on March 27, 2020. OCS had awarded 100% of the LIHEAP funding available to grantees under the CARES Act.

FY 2019

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $40.7 million of Federal Fiscal Year (FY) 2019 regular block grant funding to LIHEAP tribal grantees on October 26, 2018. This funding was provided under the Continuing Appropriations Resolution 2019, Public Law 115-245, which the President signed into law on September 28, 2018 and which was effective until September 30, 2019.

FY 2018

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $33.5 million of Federal Fiscal Year (FY) 2018 regular block grant funding to LIHEAP tribal grantees on October 20, 2017. This funding was provided under the Continuing Appropriations Resolution 2018, Public Law 115-56, which the President signed into law on September 8, 2017. A second and final release of $6.6 million for LIHEAP tribal grantees was announced April 23, 2018. The final release of funding was provided under Consolidated Appropriations Act, 2018 (Public Law 115-141), which provided the final budget for FY 2018 and which the President signed into law on March 23, 2018.

FY 2017

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $33.2 million of Federal Fiscal Year (FY) 2017 regular block grant funding to LIHEAP tribal grantees on October 25, 2016. This funding was provided under the Continuing Appropriations Resolution 2017, Public Law 114-223, which the President signed into law on September 29, 2016. A second and final release of nearly $4.0 million for LIHEAP tribal grantees was announced June 14, 2017. The final release of funding was provided under Consolidated Appropriations Act, 2017 (Public Law 115-31), which provided the final budget for FY 2017 and which the President signed into law on May 5, 2017.

FY 2016

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $33 million of Federal Fiscal Year (FY) 2016 regular block grant funding to LIHEAP tribal grantees on October 23, 2015. This funding was provided under the Continuing Appropriations Resolution 2016, Public Law 114-53, which the President signed into law on September 30, 2015. An additional $3.7 million for LIHEAP tribal grantees was released April 1, 2016. On September 16, 2016, OCS announced a final release of nearly $100,000 for LIHEAP tribal grantees. The funding was provided under the Consolidated Appropriations Resolution 2016, Public Law 114-113, which the President signed into law on December 18, 2015.

FY 2015

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA), released approximately $33.0 million of Federal Fiscal Year (FY) 2015 regular block grant funding to LIHEAP tribal grantees on October 15, 2014. An additional $3.6 million for LIHEAP tribal grantees was released on January 21, 2015. This funding was provided under the Consolidated and Further Continuation Appropriations Act, 2015, Public Law 113-235, which the President signed into law on December 16, 2014. On June 4, 2015, HHS released approximately $116,000, which was the final remaining funding amount available to all LIHEAP tribal grantees with complete plans for federal Fiscal Year 2015.

FY 2014

LIHEAP

The Office of Community Services (OCS), Division of Energy Assistance (DEA) released approximately $33.7 million of Federal Fiscal Year (FY) 2014 regular block grant funding to LIHEAP tribal grantees. This funding was provided under the Continuing Appropriations Act, 2014 (P.L. 113-46) and represents roughly 90 percent of the regular block grant funding provided to tribes in FY 2014. On January 30, 2014, OCS/DEA released nearly an additional $5 million to tribes.

FY 2013

LIHEAP

The U.S. Department of Health and Human Services (HHS) released $34.9 million of FY 2013 regular block grant funding to LIHEAP tribal grantees. This funding was provided under the Continuing Appropriations Act or CR and represents about 90 percent of the regular block grant funding provided to tribes in FY 2013. View a table detailing the allocations to grantees made by this release. On June 5, HHS announced the release of about $1.5 million in LIHEAP funding.
