Low-Income Rate Assistance
Black Hills Energy Assistance Program (BHEAP)
Provides bill-payment assistance and educates customers on ways to manage their monthly electric bill. Eligibility is based on household income and federal poverty guidelines. BHEAP will accept applications from electric customers at or below 150 percent of federal poverty levels. To participate in the BHEAP program, a customer also must enroll in Black Hills Energy’s budget billing program and participate in the company's no-cost energy efficiency and weatherization programs. Applications are available by calling the Black Hills customer service center at 888-890-5554 and in Pueblo at the Black Hills Energy Service Center, 105 S. Victoria Avenue, Monday through Friday from 8 a.m. to 4:30 p.m. Low-Income Energy Assistance Program agencies also can provide the application.
Property Tax, Rent, and Heat Rebate
Operated through the state Department of Revenue, allows tax rebates for home heating payments to residents at least 65 years old, surviving spouses at least 58 years old, or to disabled. The income limit for single households is $11,000, for married couples, $14,700. Qualified applicants can receive a rebate of up to $600 of their property tax and $192 of their heating expenses paid during the year, either directly or as part of their rent payments, by filing the Property Tax/ Rent/Heat Rebate Application Form 104PTC. [39-31-101 C.R.S.] The application is available at any Taxpayer Service Center statewide or at https://www.colorado.gov/revenueonline/.

Low-Income Energy Efficiency
Energy Resource Center - ERC
The Energy Resource Center offers free home weatherization, insulation and furnace services to low-income families. Customers currently receiving LEAP, Temporary Assistance for Needy Families, Supplemental Security Income or MEDICAID assistance automatically qualify for ERC services. We serve homes in El Paso, Elbert, Douglas, Fremont and Teller Counties. For more information call 719-591-0772.

Black Hills Cares
The Black Hills Cares Energy Assistance Program provides funds to help people with their energy bills or emergency energy-related expenses. Black Hills Energy matches customer and employee contributions, dollar-for-dollar. Local assistance agencies determine eligibility and distribute funds.

Utility Assistance Program
Distributes energy assistance dollars year round through 78 community-based organizations at 93 sites reaching all 64 Colorado counties. The funds provide emergency fuel bill assistance for Colorado's low-income households facing an energy crisis. Click here to find a local agency.
