Rate Assistance
  • PIPP (Percentage of Income Payment Plan) Plus, a monthly affordable payment plan. Participants that heat with gas pay six percent of their gross monthly income or $10 per month, whichever is greater, to both their electric and gas utilities. Those that heat with electricity pay 10 percent of their gross monthly income or $10 as their monthly payment, whichever is greater.
Arrears Management
  • Arrearage Crediting Program: Monthly crediting of 1/24th of pre-enrollment arrears if PIPP is made in full and on time, plus any difference between PIPP and actual usage charges is forgiven.
Energy Efficiency
  • Electric Partnership Program (EPP)
    • Eligibility: Participation in or eligibility for PIPP Plus
    • Services: Has two components: (1) base load efficiency component audits lighting and non-heating appliances and installs appropriate measures; (2) insulation weatherization measures for electric heat households including safety inspections, health and safety measures and energy education
  • Warm Choice
    • Eligibility: Natural gas heat customer of Columbia Gas, eligible for PIPP Plus, or have income at or below 150% FPG
    • Services: home energy inspection, attic and wall insulation, air sealing, heating system safety check, furnace repair/replacement
  • Housewarming Program
    • Eligibility: Natural gas customer of Dominion East Ohio and at or below 200% FPG
    • Services: weather-stripping, attic and sidewall insulation, door sweeps, other insulation, client education
  • Community Connections Program
    • Eligibility: First Energy Company electric customer at or below 200% FPG
    • Services: electric energy efficiency and repairs including insulation, appliance checks and replacement, faucet aerators, electric water heater inspection
  • Smart Energy Community Program
    • Dayton Power & Light Company customer at or below 200% FPG
    • Services: audits, energy improvements as needed
  • Northeast Ohio Gas Program, funded by Northeast Ohio Gas
  • TEEM Program, funded by Vectren Energy Delivery of Ohio
