Low-Income Rate Assistance

Property Tax, Rent, and Heat Rebate
Operated through the state Department of Revenue, allows tax rebates for home heating payments to residents at least 65 years old, surviving spouses at least 58 years old, or to disabled. The income limit for single households is $11,000, for married couples, $14,700. Qualified applicants can receive a rebate of up to $600 of their property tax and $192 directly or as part of their rent payments, by filing the Property Tax/ Rent/Heat Rebate Application Form 104PTC. Black Hills Energy
Income-qualified residential customers can receive financial assistance through the Black Hills Energy Assistance Program or BHEAP. Customers enrolled in BHEAP will receive an affordable bill calculated as a percent of their actual household income relative to the Federal Poverty Level. Black Hills Energy prioritizes all applicants in a given year and, beginning Oct. 1, enroll those with the lowest income levels first. Total enrollment is limited to the amount of BHEAP funds available in the current benefit cycle, which runs Oct. 1 – Sept. 30. To qualify, applicants must be a Black Hills Energy electric or gas customer in Colorado, participate in LIHEAP, have a household income at or below 165 percent of the Federal Poverty Guidelines, and be enrolled in Budget Billing program. Applications are available online, at local Low-Income Energy Assistance Program agencies or by calling Customer Service at 888-890-5554. Applications can also be picked up at the Pueblo service center.

Home Energy Resources
Homeowners and renters may be eligible for our no cost weatherization and furnace services. We serve homes in El Paso, Elbert, Douglas, Fremont and Teller Counties. If your home has not been previously weatherized and if you meet the income guidelines you may call us at 719-591-0772.

Utility Assistance Program
Distributes energy assistance dollars year round through 78 community-based organizations at 93 sites reaching all 64 Colorado counties. The funds provide emergency fuel bill assistance for Colorado's low-income households facing an energy crisis.

Sharing the Warmth
Customer donations combine with company donations to help people pay their gas bills. All donations go directly to local people in need that meet criteria established by each individual program's guidelines. Black Hills Cares
The Black Hills Cares Energy Assistance Program provides funds to help people with their energy bills or emergency energy-related expenses. Black Hills Energy matches customer and employee contributions, dollar-for-dollar. Boulder County
Senior Heat + Program
Boulder County residents age 60 and older who previously were ineligible for LIHEAP because of income limits may be able to get help with this past winter's heating bills through a new county Senior Heat + Program, which has gross monthly income limits of $1,670 for an individual or $2,246 for a couple.
April 30 is the deadline for applying for the program.

Help a Neighbor in Distress (HAND)
The HAND project helps qualified applicants avoid a loss of service due to an unpaid City utility bill. Qualified applicants are given a voucher to pay their City utility bill. HAND, administered by the House of Neighborly Services, is funded by the City of Loveland Water and Power Department and community contributions. 970-962-2111 or E-mail

Colorado Springs Utility Company 
Citizens Option to Provide Energy (COPE)
Project COPE is funded by donations from citizen-owners who work closely with Care & Share Inc. and its network agencies to manage the program and administer funds to families in need. To be eligible for Project COPE assistance, you:

  • Must be a Colorado Springs Utilities customer; and
  • Must have received a Colorado Springs Utilities disconnect notice; and
  • Must be experiencing an emergency situation; and
  • Must first apply for Low-income Energy Assistance Program (LEAP) assistance. If LEAP assistance is no longer available, or if you do not qualify for LEAP, you may apply for Project COPE assistance.

Eligible customers may receive one-time Project COPE assistance annually. For a referral to a Project COPE agency near you, call 2-1-1.

Fort Collins Utilities
Payment Assistance Fund
Customers with a shut off notice are eligible for help through the Payment Assistance Fund.To apply, take your shut off notice to the Mission at Catholic Charities Northern, 460 Linden Center Dr., on Monday, Wednesday or Friday from 1 to 4 p.m. An intake worker with the emergency assistance program will interview you and contact Fort Collins Utilities for information about your account. If you qualify and there is money available, assistance will be granted. This assistance is available once during a 12-month period and will be credited directly to your utility account.
