June 7, 2013 — On June 5, the US Department of Health and Human Services (HHS) announced that about $187.371 million in LIHEAP funding was going to be released to grantees. It is the final funding for fiscal year 2013 and was adjusted due to the federal sequester.
The department's Administration for Children and Families reported that the sequester resulted in the cancellation of approximately $80 billion in budgetary resources across all federal agencies for the remainder of FY 2013. On March 26, 2013, President Barack Obama signed into law the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6),which resulted in the LIHEAP funding for the remainder of FY 2013.
As a result of the sequester, the department reported there will be no funding in FY 2013 for grants under the Leveraging Incentive Program or the Residential Energy Assistance Challenge Program (REACH).
For planning purposes, the department outlined the expected full-year allocation for each state, the amounts already released, and the remaining balance which was to be released this week. The information is presented in the table below.
