April 22, 2024 — The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Energy Assistance (DEA), has announced a second round of funding for the Low Income Home Energy Assistance Program (LIHEAP) in federal Fiscal Year 2024, which ends September 30, 2024. Congress appropriated these funds through the Further Consolidated Appropriations Act, 2024 [Public Law (Pub.L.) 118-47)] (FCAA). The FCAA provided the final budget for FY 2024 and was sighed into law by the President on March 23, 2024.
The second release represents 99 percent of funding appropriated by Congress. The remaining FY 2024 funding being reserved by HHS is $40.25 million. According to the Dear Colleague's Letter, this is "[c]onsistent with past practice at this stage in the fiscal year, this 1% is being held in the event it may later be needed for a Secretary's transfer."
