May 11, 2020 – $900 million in supplemental funding has been released to LIHEAP grantees to help, “prevent, prepare for, or respond to” home energy needs surrounding the national emergency created by the Coronavirus Disease 2019 (COVID-19). These funds have been appropriated by congress under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, signed into law March 27, 2020.
The funding may be used for “any purpose normally authorized under the federal LIHEAP statute (42 USC 8621 et seq.), including heating, cooling, crisis, weatherization assistance, case management for the reduction of home energy burden, and administrative costs.”

Grantees may find the LIHEAP Clearinghouse’s Carryover and Obligation Calculator particularly useful during this time. The calculator assists in distribution of carryover and obligation of funding for LIHEAP program components—providing alerts when limitations have been reached or when a waiver may be needed. Instructions for using the calculator are also provided, including a sample walk through of the process and features.
