September 16, 2016—The U.S. Department of Health and Human Services (HHS) recently released the final $14.4 million of funding available to LIHEAPs. This final round of funding is available to all LIHEAP grantees with complete plans for federal Fiscal Year 2016. The third release, in addition to the first release of $3.017 billion in October 2015 and $335.5 million on April 1, 2016, brings the total LIHEAP funding to just under $3.37 billion in FFY 2016 for all state, territory, and Native American /tribal organization grantees.

HHS is also finalizing its reconciliation of unobligated funds, totaling $1.7 million, from FY 2015 to be available for reallotment in FY 2016. According to HHS, reallotment award letters will be distributed by September 26, 2016 to current LIHEAP grantees. According to the Dear Colleague letter,
“ACF recommends that grantees review all of the following attached tables of anticipated FY 2016 funds and 2015 reallotment awards and, as needed, budget these funds as part of FY 2016 carryover. Grantees will need to submit a revised FY 2016 Carryover and Reallotment Report after the close of this fiscal year to reflect any funds from these releases that grantees do not obligate in FY 2016."
