- South Dakota has had a summer fill program for bulk fuels since FY 1994. Suppliers agree to deliver the fuel in the summer and to delay billing until after October 1. These agreements have continued for fuel oil users. Initiated in June 1997 was a pre-payment program for priority households (elderly and handicapped) who were propane users. Leveraged resources vary widely under the program, depending on the price of fuel. Summer fill savings in 2010 amounted to $383,319.
- The State negotiated with suppliers to charge LIHEAP customers cash price for fuel. Savings in 2010 amounted to $203, 079.
